NAT supported the statement of 8 well-known human rights organizations against discrimination of the Pamir minority by the dictatorial regime of Rahmon

Mukhiddin Kabiri, the leader of the National Alliance of Tajikistan, a coalition of secular and moderate Islamic forces of the Tajik opposition in exile, published a statement on the NAT network in support of the rights and freedoms of the Pamir minority.

National Alliance of Tajikistan Supports Human Rights Organizations’ Demand for
Accountability for Repression of Pamiri People
The National Alliance of Tajikistan (NAT) declares its unwavering support for a crucial joint
statement issued on August 4, 2025 by eight leading human rights organizations, forcefully
condemning the ongoing and systematic repression inflicted upon the Pamiri Indigenous Peoples
in Tajikistan. Aligning itself firmly with their call for justice, the NAT underscored the
paramount importance of international cooperation with the International Criminal Court (ICC)
procedure, particularly concerning the ongoing complaint filed by Freedom For Eurasia (FFE),
FUVI, the IRPT and Maitre Nicolas Ligneul against the Tajik Government for crimes against
humanity.


The National Alliance of Tajikistan stands resolutely in solidarity with these eight esteemed
organizations in denouncing the egregious human rights abuses perpetrated against the Pamiri
people.
We vehemently echo their call for a comprehensive investigation into the heinous crimes
committed and insist that perpetrators be held accountable under the full weight of international
law. In light of the gravity of these alleged offenses, we implore all actors to engage
constructively with the International Criminal Court process, affording due consideration to the
compelling complaint meticulously brought forward by Freedom for Eurasia, FUVI, the IRPT
and Maitre Nicolas Ligneul.
Over the past 3 years, the current climate of disaster in the region has led to an unprecedented
exodus of indigenous people, especially young people, from the country, which will have
irreparable consequences in the long term.
The deeply concerning joint statement, originally issued by Anti-Discrimination Centre Memorial
Brussels, CIVICUS, International Communities Organisation, International Federation for
Human Rights (FIDH), International Partnership for Human Rights, Ligue burndaise des droits
de l’homme Iteka, Vuka! Coalition for Civic Engagement, and World Organisation Against
Torture (OMCT), unequivocally highlights:

  • The alarming systematic and intensifying repression of Pamiri people since 2022,
    characterized by targeted brutality and a blatant disregard for human dignity;
  • The deeply disturbing and unexplained deaths of numerous Pamiri activists within Tajik
    prisons, deaths demonstrably linked to the deliberate denial of essential medical assistance;
  • The prevalence of arbitrary detentions and the chilling reach of transnational repression,
    designed to silence dissent both within Tajikistan and abroad, along with the routine employment
    of torture and the systemic suppression of fundamental cultural and linguistic rights integral to
    the Pamiri identity.
    The National Alliance of Tajikistan reaffirms its resolute commitment to actively supporting the
    urgent demands meticulously outlined within the powerful joint statement, demands which
    include;
  • The immediate establishment of a robust UN-mandated independent investigative mechanism,
    charged with the vital task of comprehensively monitoring, rigorously investigating, and
    facilitating meaningful accountability for the egregious human rights violations perpetrated
    against the Pamiri people;
  • The swift and unconditional release of all Pamiri individuals arbitrarily detained by Tajik
    authorities, with special emphasis on the immediate and unencumbered liberation of all unjustly
    imprisoned activists, human rights defenders, and dedicated journalists;
  • An unequivocal cessation of the systematic torture and brutal ill-treatment of all detainees,
    coupled with the urgent and unconditional provision of adequate and accessible medical
    assistance to all Pamiri detainees languishing within Tajik prisons;
  • The urgent and complete restoration of the cultural and linguistic rights inherent to the Pamiri
    people, accompanied by the full and unfettered promotion of the endangered Pamiri languages
    and the safeguarding of the fundamental freedom of religious expression;
  • The abolishment of the special permission regime for foreigners entering Badakhshan as soon
    as possible, in order to eliminate the illegal restriction of freedoms in this region;
  • The immediate intensification of international pressure on the Government of Tajikistan to
    ensure complete compliance with its established and binding human rights obligations, adhering
    to the fundamental principles of international law;
  • Active and unreserved cooperation with the International Criminal Court (ICC) with respect to
    the ongoing complaint meticulously filed by Freedom For Eurasia, FUVI, and Maitre Nicolas
    Ligneul, seeking justice for the egregious crimes against humanity allegedly perpetrated by the
    Tajik Government.
